Short answer,NO.Longer answer Is that the existence of public property is what is causing the issue,if there was no public property the owner of the property would have the final say.If the land was not owned by anyone than this would be a form of homesteading.Until all land is privatized we will continue to see issue like this only get worse with government intervention.
